What Is Included on Six Luxury Cruise Lines?

Regent, Silversea, Seabourn, Crystal, Viking and Ritz-Carlton use “included” in meaningfully different ways.

By Melissa Lagerquist · September 12, 2026 · 17 min read

“All-inclusive” means something different on every luxury cruise line. One fare may include unlimited shore excursions and valet laundry. Another may cover drinks and gratuities but leave touring entirely up to you. A third may include most restaurants while charging for one signature dining experience.

This comparison covers six lines often considered by travelers looking for a sophisticated small-ship experience: Regent Seven Seas Cruises, Silversea, Seabourn, Crystal, Viking Ocean Cruises and The Ritz-Carlton Yacht Collection.

Considering Explora Journeys as well? Its standard fare combines nine included culinary experiences, unlimited beverages, Wi-Fi and gratuities, while destination experiences are not part of the published standard inclusions. Verify Explora's current inclusions, then see the separate Explora Journeys Alaska 2027 guide and Ocean Suites comparison.

Accuracy note: Inclusions were reviewed September 12, 2026. Cruise lines can change fare programs, promotions and ship-specific benefits. Always confirm the exact fare and sailing before depositing.

Butler service Penthouse Suites and higher Every suite Personalized suite service; not marketed as universal butler service Every guest room and suite No Suite Ambassador service

The table intentionally avoids a simplistic count of checkmarks. A dining inclusion with a reservation limit is not identical to unlimited access, and one included port tour is not the same as a broad menu of included excursions.

Six potential extra costs to check when comparing all-inclusive luxury cruises
Air, transfers, excursions and other benefits can vary by cruise line, fare and itinerary.

Regent Seven Seas: the most comprehensive shore-side package

Regent includes unlimited shore excursions, specialty dining, premium beverages, a replenished in-suite minibar, Wi-Fi, prepaid gratuities, valet laundry and 24-hour in-suite dining in all suites. Concierge Suites and above add a one-night pre-cruise hotel package; Penthouse Suites and above include a personal butler. Regent: What’s Included

What can still cost extra on Regent?

Regent introduced Air Concierge for new U.S. and Canadian bookings beginning April 1, 2026. It uses real-time air pricing and lets travelers request airlines, schedules, cabin class and seats. Regent Air Concierge

Best fit: Travelers who want extensive touring and prefer to settle most onboard expenses before departure.

Silversea: an inclusive onboard experience with fare-level choices ashore

Silversea’s Classic-voyage All-Inclusive fare includes butler-serviced suites, dining, unlimited wines and spirits, onboard gratuities and Wi-Fi. Shore excursions, air, hotels and transfers can be added separately. Silversea All-Inclusive Fare

The All-Inclusive Plus fare keeps the onboard inclusions and adds a shore-excursion credit for Classic voyages, with the amount determined by voyage length and region. It also uses a refundable deposit. Silversea All-Inclusive Plus

Silversea’s expedition fares follow different rules. The company states that expedition voyages include required charter flights, hotel stays, expedition activities and gear when operationally required. Silversea fare overview

What can still cost extra on Silversea?

Best fit: Travelers who value a butler-serviced suite and a very inclusive onboard experience but want flexibility in how much touring they bundle.

Seabourn: generous onboard inclusions with excursions purchased separately

Seabourn includes premium spirits and fine wines throughout the ship, all dining venues, an in-suite bar stocked to preference, Wi-Fi and signature events. The line states that tipping is neither required nor expected. Seabourn All-Inclusive Difference

Standard shore excursions and Ventures by Seabourn experiences are generally optional purchases. Seabourn identifies Ventures experiences as additional-charge programs on applicable ships and itineraries. Seabourn All-Inclusive Difference

What can still cost extra on Seabourn?

Best fit: Travelers who want relaxed, yacht-like luxury and do not need shore excursions built into the base fare.

Crystal: highly inclusive onboard with specialty-dining limits

Crystal includes dining, select premium wines and spirits, gratuities and butler service for every guest room and suite. Crystal All-Inclusive

Crystal also provides complimentary Wi-Fi for all guests. Crystal Internet FAQ

The phrase “all dining included” needs context. Crystal currently allows one complimentary reservation per person at Umi Uma and Osteria d’Ovidio on shorter cruises, with additional allotments on longer voyages. Its current specialty-restaurant FAQ lists additional reservations at $75 per person, subject to availability. Beefbar remains complimentary. Crystal Specialty Restaurants FAQ

What can still cost extra on Viking?

Best fit: Destination-focused adults who want elegant ships, enrichment and a useful core of inclusions without paying an ultra-luxury fare.

Which luxury line includes the most?

Regent includes the broadest standard combination of onboard amenities and shore excursions. That does not automatically make it the best value for someone who prefers independent touring.

Silversea offers the clearest fare-level choice. Classic-voyage guests can select the lower All-Inclusive fare or pay for All-Inclusive Plus with a shore-excursion credit.

Seabourn and Crystal concentrate much of their value onboard. Drinks, dining, service and gratuities are generous, while touring remains largely separate.

Viking includes more than most premium lines but less than the ultra-luxury lines. Its one-tour-per-port model and meal-period beverages can be sufficient for travelers who do not need unlimited options.

Ritz-Carlton feels more like a luxury resort or yacht. Its onboard package is generous, but destination experiences remain an important additional budget item.

How to compare two luxury cruise quotes correctly

Before deciding that one line is more expensive, place these items beside the cruise fare:

  1. The exact number of nights
  2. Suite size, balcony and location
  3. Taxes and port fees
  4. Drinks you are likely to order
  5. Gratuities
  6. Shore excursions you actually want
  7. Wi-Fi needs
  8. Airfare and transfers
  9. A pre-cruise hotel
  10. Laundry or butler benefits you value
  11. Deposit, payment and cancellation rules

A cruise with a higher advertised fare can be less expensive after extras. A less-inclusive line can still be the better value when its base offering already covers everything the traveler uses.

Why book through a luxury-cruise travel advisor?

The hardest part is not finding six lists of inclusions. It is knowing how those benefits apply to a specific ship, fare, suite and promotion—and which differences matter to you.

I can compare current offers, explain the restrictions behind the inclusions, evaluate suite locations and place the total trip cost in context. If a better promotion appears or an itinerary changes, you also have someone familiar with the reservation who can help evaluate the next step.

Frequently asked questions

Are luxury cruises really all-inclusive?

Most luxury cruises are highly inclusive onboard, but almost none include every possible expense. Shore excursions, airfare, spa treatments, rare wines, private arrangements and selected dining experiences are common exceptions.

Which luxury cruise line includes shore excursions?

Regent includes a broad selection of shore excursions. Viking includes one guided tour per port. Silversea’s All-Inclusive Plus includes a shore-excursion credit on Classic voyages. Other lines generally price excursions separately.

Which luxury cruise lines include gratuities?

Regent, Silversea, Seabourn, Crystal and The Ritz-Carlton Yacht Collection include gratuities or state that additional tipping is not expected. Viking’s published Inclusive Value list does not include gratuities, so the current charge should be confirmed with the specific quote.

Which line includes butler service?

Silversea provides a butler for every suite, Crystal provides butler service across its accommodations, and Regent begins butler service with Penthouse Suites. Other brands use different service models and job titles.
